English留学生を対象として、以下の4つの英語特別プログラムが併置されています。

1. JDS公共政策特別プログラム（JDS：１.5年制）
平成14年度開始された特別選抜の社会人留学生を対象にした短期プログラムである。このプログラムは、JICA/JICEによる人材育成支援無償援助事業（JDS）を対象とし、国際関係論、公共政策、教育行政の分野で、アジア諸国の若手公務員の能力向上に資することを目的としている。入学時期を秋学期とし、英語による講義、演習、研究指導等を行い、原則として１年間で修了させる。

2. アフリカの若者のための公共政策イニシアティブ（AYIPP）
本プログラムは、アフリカ諸国にて産業開発を担う優秀な若手人材の育成を目的とした英語による教育プログラムである。応募者は、各自の志望分野の学術活動を通じて、アフリカにおける産業開発に資する人脈の形成と、アフリカにおける日本企業の経済活動の水先案内人となることが期待されている。選考は、独立行政法人国際協力機構（JICA）と一般財団法人日本国際協力センター（JICE）との協力の下で行われる特別選抜による。
3. 経済・公共政策プログラム（PEPP）
The Program in Economic and Public Policy (PEPP) had a new beginning in April 2015, building on the experiences of the two predecessor programs: Program in Economic and Public Policy Management (PEPPM) and the Graduate Program in Economics English Track (GPEET), in conjunction with the reorganization of all the English-taught programs in social science fields in the Graduate School of Humanities and Social Sciences at Tsukuba.

4.日本・ユーラシア研究プログラム（SPJES）
This program is designed for training people who can solve various problems and issues related to sustainable development in Central Asian states. This is a graduate program offering students from Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan, Tajikistan, and Azerbaijan an MA degree in 18 months. It is supported by the Nippon Foundation Central Asia (NipCA) Fellowship. Those applicants who demonstrate outstanding abilities will be awarded full scholarships from the Nippon Foundation (up to 8 scholarships per year).
